Agricultural Growth, Poverty, and Nutrition in Tanzania AgEcon
Pauw, Kalie; Thurlow, James.
Rapid economic growth has failed to significantly improve poverty and nutrition outcomes in Tanzania. This raises concerns over a decoupling of growth, poverty, and nutrition. We link recent production trends to household incomes and caloric availability using a dynamic computable general equilibrium and micro-level poverty and nutrition modules. Results indicate that the structure of economic growth—not the level—is currently constraining the rate of poverty reduction in Tanzania. Agricultural growth has been driven by larger-scale farmers that are less likely to be poor. Growth has further been concentrated in crops grown in only a few regions of the country. Slow expansion of food crops and livestock also explains the weak relationship between...

Agriculture and poverty: Farming for food or farming for money? AgEcon
Pauw, Kalie.
The dualistic nature of the South African economy manifests itself to a large extent in the agricultural sector, where ownership and access to land was previously reserved and is still mainly controlled by white farmers. This has contributed to the huge disparities in the income levels of black and white agricultural households. In this paper two South African household surveys are used to analyse agricultural inequality using various decomposition techniques. It is found that inequalities within agriculture are higher and more pronounced along racial lines than inequalities among non-agricultural households. Agricultural inequalities also differ structurally from those in the rest of society and are explained largely by differences in the ownership of...

Creating a 1995 OHS and a Combined OHS-IES Database in STATA AgEcon
Pauw, Kalie.
This paper builds on Technical Paper 2003: 1. It provides a technical description of how the 1995 October Household Survey (OHS) dataset was created in STATA and subsequently merged with the 1995 Income and Expenditure Survey (IES) dataset to form a combined dataset. The combined survey links household-level income statistics from IES 1995 with individual-level employment data from OHS 1995. This linking of data is necessary for the construction of the Social Accounting Matrix (SAM) sub-matrix that links factor income data to household income. Since the same set of households were visited for both surveys it is possible to merge observations using unique household identification numbers. All the STATA do-files are listed in the technical appendix.

Creating a 2000 IES-LFS Database in Stata AgEcon
Pauw, Kalie.
The Income and Expenditure Survey of 2000 is the most recent comprehensive source of information on income and expenditure patterns of South African households. This data is used to compile various household-related sub-matrices for a series of Social Accounting Matrices for South Africa. By linking the Labour Force Survey of September 2000, which contains detailed employment data on occupation codes, activity codes and wages of workers, with the Income and Expenditure Survey of 2000 various factor-related sub-matrices can also be extracted. This paper discusses the steps followed to extract data, correct problems and errors where appropriate or necessary, merge various files, and create Stata format data files that can be used to compile the relevant...

Forming Representative Household and Factor Groups for a South African SAM AgEcon
Pauw, Kalie.
This Technical Paper explains the formation of representative households and factor groups for inclusion in the PROVIDE Project Social Accounting Matrix. A general guideline for forming household and/or factor groups is that they should reproduce the socio-economic stratification within the society as accurately as possible. Such groups should also be made up of 'relatively homogenous' groups that are easily recognisable for policy purposes. Here the Income and Expenditure Survey (2000) and Labour Force Survey (September 2000) are used to find demographic statistics, income and expenditure patterns, and employment data used for the creation of representative household and factor groups. The current PROVIDE Social Accounting Matrix groups households...

Functional Forms Used in CGE Models: Modelling Production and Commodity Flows AgEcon
Pauw, Kalie.
Various well-known functional forms, such as the Cobb-Douglas function, the Leontief function and the Constant Elasticity of Substitution (CES) function, are used frequently in economic modelling. Traditionally these functional forms have been used to model the production side (isoquants) or consumption side (indifference curves) of microeconomic models. The standard approach in CGE modelling has been to adapt the single-level value-added type production structure to a multi-level production structure, thereby including value-added as well as intermediate inputs. This is typically referred to as 'nested' production structures, and often makes use of combinations of Cobb-Douglas/CES and Leontief functions. In open-economy CGE models CES functions and the...

Measures of Poverty and Inequality: A Reference Paper AgEcon
Pauw, Kalie.
This paper discusses various measures of poverty and inequality found in the literature. Inequality measures discussed include the range, the variance, the coefficient of variation, the standard deviation of logarithms, the Gini coefficient, Theil's Entropy measure and Atkinson's inequality measure. Of these the mean log deviation, the Theil index and the coefficient of variation have come to be known as the Generalised Entropy class of inequality measures. As far as poverty indicators are concerned the Foster-Greer-Thorbecke measures, a class of generalised decomposable poverty measures, have become very popular in the literature. The paper also discusses some Stata do-files that were written in order to calculate poverty and inequality measures, with...

Multivariate Statistical Techniques AgEcon
Pauw, Kalie.
This paper serves as an overview of various multivariate statistical techniques that can be used to analyse and describe survey datasets. Such analyses are useful for gaining a better understanding of results and the interpretation thereof. In particular this paper evaluates some of the standard statistical techniques that can be used to analyse consumption patterns of households, both in terms of expenditure on individual goods or baskets of goods. The ultimate aim is to determine whether these techniques – e.g. multivariate tests of significance and cluster analysis techniques – can be successfully employed to assist in forming representative household groups in terms of expenditure patterns. As such this paper is exploratory and does not aim to obtain...

Quantifying the Economic Divide in South African Agriculture: An Income-Side Analysis AgEcon
Pauw, Kalie.
The dualistic nature of the South African economy manifests itself to a large extent in the agricultural sector, where ownership and access to land was previously reserved and is still mainly controlled today by white farmers. As a result black farmers were prevented from sharing in the profits derived from a thriving agricultural sector, contributing to the large disparities between the income levels of white and black agricultural households. In this paper the inequality in the distribution of income between the black and white agricultural populations is quantified using various decomposition and data exploratory techniques. Analyses of data from the Income and Expenditure Survey of 2000 and the Labour Force Survey of September 2000 (Statistics South...

Social Accounting Matrices and Economic Modelling AgEcon
Pauw, Kalie.
A Social Accounting Matrix (SAM) is a comprehensive, economy-wide database that contains information about the flow of resources associated with all transactions that have taken place between economic agents in an economy during a given period of time. Its use can extend beyond that of serving as a summary of transactions that have taken place in an economy. The SAM approach to modelling makes use of the SAM format to present economic theory. The versatility of SAMs has made them databases of preference for economic modelling. This paper provides an overview of the structure of a SAM, touching on issues such as economic accounting, the circular flow of resources in the economy and the SAM-accounts, and thereafter explains the SAM approach to modelling. As...

The welfare impact of targeted transfers to poor households AgEcon
Pauw, Kalie.
Despite widespread poverty there is general consensus among policymakers about the preference of targeted welfare transfers over non-targeted grants due to the budgetary implications of the latter. Targeting, however, adds to the administrative complexities of disbursing welfare grants, thus introducing a cost dimension that is as yet largely unexplored. In this paper a series of targeted transfer simulations are run in a general equilibrium model calibrated with a Social Accounting Matrix for South Africa. Deficit financing and tax replacement policies are considered as financing options, assuming a hypothetical budget constraint of R15 billion. The effectiveness of broad targeting and a low per capita transfer value versus narrow targeting and high...
